My Manifesto and My Promise

The Plateau Central Covenant

A sacred pact between me, Hon. David Bitrus Kasuwa "Barji," and the people of Bokkos, Mangu, Pankshin, Kanke & Kanam.

"I came to you before I asked anything of you. This document is the proof."

Before asking for a single vote, I went into the compounds, farms, churches, mosques and market squares of Plateau Central. What follows is not a list of slogans. It is a covenant, sealed before witnesses, that I ask the people to keep, read back to me, and measure me by for as long as I hold office.

The Covenant

Six binding pledges

Framed as articles, because these are the laws and budget fights I intend to carry into the Senate, not just talking points.

I
Security & the Return Home

Nothing else can stand while our people are unsafe

A road cannot be travelled, a farm cannot be planted, and a child cannot sit in school where there is fear. Security will be my first and loudest fight in the Senate.

  • Demand protection for every attacked community and a true accounting from those charged with our security
  • Push for community based and state level policing that answers to our people
  • Fight in the federal appropriation for the resources and intelligence frontline communities need
  • Stand for the return home of every displaced family: homes, clinics, schools and places of worship rebuilt
II
The Wamba to Bokkos Road

We were promised roads. We were given excuses.

A federal road awarded years ago, on which billions have reportedly been spent, yet which still cannot carry our vehicles or our produce.

  • Pursue the Wamba to Bokkos road until it is properly reconstructed end to end
  • Demand a full, public accounting of every naira already released through the Senate Committee on Works
  • Fight for a fresh, funded appropriation and a competent contractor
III
Water From Gindiri

A dam without distribution is a promise half-kept

The Gindiri scheme was built to serve our communities, yet the pipes that would carry water into the homes of Pankshin, Kanke and Kanam were never completed.

  • Fight for the reticulation that finally carries Gindiri's water into our homes
  • Pursue a dedicated federal budget line through the river basin authority responsible
  • Press for boreholes and community water schemes as immediate relief
IV
Work for Our Young People

Our greatest wealth is leaving us idle

Too many of our sons and daughters finish school and find no work, and idleness in a season of insecurity is a danger to us all.

  • Fight for equipped skills and vocational centres in each of our five LGAs
  • Tie young people directly to community rebuilding and processing of our own harvest
  • Attract federal training and enterprise programmes, anchored to the Federal University of Education, Pankshin
V
Our Land & Our Harvest

We feed Nigeria, yet eat the least of the wealth we grow

Our farmers grow the potatoes and acha that fill markets far from here, but the value is added elsewhere, and the profit goes elsewhere.

  • Defend the farmer: his land, his harvest and his right to plant in peace
  • Fight for industrial processing of our produce to be sited here, on our own land
  • Push for storage, feeder roads and cargo capacity so our harvest reaches the nation without spoiling
VI
Your Voice, Kept Faithfully

The seat I seek is not mine. It is yours, lent to me

I commit to not vanishing the morning after the election, and to carrying the people's voice faithfully to the highest chamber of the land.

  • Hold open town hall meetings in every LGA on a fixed, regular calendar
  • Keep my door open to the ordinary person, regardless of tribe, religion or party
  • Report every year, in plain words, on the bills moved and the promises kept, and those still outstanding

Twenty years of relationships in government, now spent fighting for these six pledges.

Accountability

How you will hold me

"A covenant that cannot be checked is only a finer kind of lie." I commit to rendering a public account once every year, reading the Covenant back to the people, pledge by pledge, showing what has moved and what has not. I ask that this document be brought to every town hall, held up to me, and used as the measure by which I am judged at the end of my service.

"This is my manifesto. This is my promise. This is our covenant."
